Benchmarking

Requirements

Benchmarking has been a requirement for larger commercial buildings in CO since 2021 through House Bill 21-1286. Benchmarking data is due by June 1st of each year for Energize Denver and Building Performance Colorado (Regulation 28). Is your benchmarking optimized to meet your specific building performance ordinance to avoid future penalties?

Commercial and Multifamily buildings 25,000 sq ft and larger must submit their benchmarking through the Energize Denver portal before June 1st, 2026. Penalties of $2000 for each violation can be imposed. Third-party data verification by an accredited professional is required.

Commercial and Multifamily buildings 50,000 sq ft and larger must comply with benchmarking and performance ordinances for the State of CO (Regulation 28). Benchmarking data must be ready for a data pull by June 1st each year with a $100 fee as well as a $400 contribution to the Building Decarbonization Enterprise. Penalties of $500 for the first violation and $2000 for the subsequent violations can be imposed for non compliance.

Existing commercial buildings 20,000 sq ft and larger and new construction commercial buildings 10,000 sq ft and larger must comply with the BPO benchmarking requirement. Benchmarking data must be submitted by June 1st each year. Failure to comply can result in fines of $.0025/sq ft each day up to $1000/day.

Xcel Energy is the primary electric and gas utility of Colorado. Use the benchmarking guide to set up your Portfolio Manager account for automatic utility data uploads. Contact us for steps on how to get aggregated data for buildings with multiple tenets and meters. Gas transport, solar, and steam data will need to be manually uploaded.

Building owners must create an Account in the Energize Denver Management Portal. This is now used to submit yearly benchmarking data as well as submit any forms to City of Denver, such as timeline extensions, target adjustments, etc.

For the Building Performance Colorado ordinance. The BEAM Platform is used to pay the $100 annual fee. Buildings must be shared with the state and data will be auto uploaded.
